Description
The City of Manassas Park is seeking an Appraiser I entry-level trainee who follows a structured training plan and may provide an opportunity for career progression upon meeting established experience, training, and performance requirements. Under the direction and supervision of the City Assessor, performs administrative and valuation work supporting the assessment of real estate: customer service, deed and sales processing, field inspections, market analysis, appeals support, residential valuation and possible commercial valuation support.
All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service-related focus of the City.
Essential Job Functions
- Serves as a primary public contact for assessment inquires in person, by phone, email, and video conference.
- Processes all deed transfers and sales; maintains accurate owner and assessment records in the computer assisted mass appraisal system (CAMA); assists with annual assessment reporting.
- Appraises residential real estate (detached, attached, townhome, condominium) using the sales comparison, cost, and income approaches to value; conducts field inspections for sales, permits, and special projects.
- Handles administrative assessment reviews and Board of Equalization appeals: intake and tracking, taxpayer hearings, and written and oral reports.
- Uses CAMA, GIS, and statistical tools to analyze market data, sales ratios, and assessment uniformity.
- Performs related duties as assigned and pursues continuing professional education.

Requirements
Minimum Knowledge, Skills and Abilities Required
- Must possess excellent written and verbal English communication skills.
- Strong proficiency with Excel and Word, along with the ability to learn new software quickly (CAMA, GIS, data-analysis tools).
- Possess demonstrated coursework or experience involving mathematics, statistics, data analysis, finance, or a related area.
- Strong attention to detail; ability to work independently in a small office setting.
- Possess a valid Virginia driver’s license with a satisfactory driving record.
Preferred Knowledge, Skills and Abilities
- Fluency in spoken and written Spanish is strongly preferred.
Minimum Experience, Education, and Training
- Requires an Associate’s degree in a related field, or an equivalent combination of real estate appraisal, sales, lending, title/settlement, GIS, database analysis, or real property records work.
- Condition of employment: completion of real estate appraisal courses (taught by IAAO) within 24 months of hire and satisfactory progress through the training plan. The City will cover the associated course and travel costs.

Authorized Hiring Range: $65,000.00 - $95,000.00 (DOQ)
