The Deputy Director of Right of Way at UDOT will oversee core acquisition processes, property valuation, relocation assistance, and surplus dispositions for transportation projects. The Deputy Director will ensure compliance with federal and state laws, manage consultant teams, and provide technical expertise in–or oversight of–appraisal reviews, negotiation, and eminent domain, while helping manage the Corridor Preservation program for future transportation needs.

Key Responsibilities and Duties
Direct and manage appraisal, acquisition, and relocation staff and consultants, including performance management via yearly plans and quarterly reviews.
Conduct monthly progress/issue-resolution meetings and facilitate bi-weekly lessons-learned sessions.
Provide training (lead-agent manual and periodic ROW training), manage leave approvals, and oversee time entries for all staff.
Maintain oversight of software systems (EPM/Flairdocs) for acquisition and surplus delivery, ensuring compliance with federal, state, and IRWA standards.
Review and countersign HUD settlement statements between $500K and $1M for accuracy.
Ensure quality control of ROW acquisition logs and perform parcel clearance for construction and relocation claims.
Coordinate project manager needs, assign lead agents, and maintain workload balance among staff.
Interpret and apply UDOT/ROW policies and manage/execute compliance with FHWA audits.
Testify on appeals as an expert in acquisition and relocation and attend AASHTO CRUO Relocation meetings.
Handle or delegate GRAMA requests and research information for mediation requests.
Generate reports and manage expired contracts with consulting services, including final evaluations and CMS uploads.
Attend all AASHTO CRUO Relocation Technical Council Quarterly Meetings.
Generate reports, utilize ROW software tools and complete other assignments, as directed by the ROW director.
Handle or delegate GRAMA requests submitted to ROW acquisition and surplus.
Work with consulting services on closing out expired contracts, including final evaluations and uploading to CMS.
Required Skills and Qualifications
Experience: Minimum of eight (8) years of professional experience in the Right of Way and real estate services industry, with a preference for candidates possessing ten (10) or more years. Experience in right of way acquisition, complex real estate transactions, or appraisal review is highly desirable. Professional designations such as IRWA, IREM, or appraisal-related certifications are preferred.
Technical Knowledge: Comprehensive knowledge of real estate law, appraisal review processes, and advanced negotiation strategies.
Leadership: Proven ability to lead teams, manage consultants, and oversee a high volume of real estate transactions. Experience coordinating large-scale or complex projects is strongly preferred.
